Apple officially stopped signing iOS 13.2.3 today. With this step, the company is ensuring that users can no longer go back to the old iOS version. If Apple stops signing an iOS version, this means that users are no longer able to upgrade to the previous version via their PC or Mac. This is completely normal and is intended to motivate iPhone and iPad users to update their operating system for security reasons, among other things.
iOS 13.3 new features

Currently iOS 13.3.1 in the first beta. The new operating system only offers improvements in performance and stability and other bug fixes. No new features have been integrated.
