Opt-In: COVID-19 notification system without app
The focus of the update is on expanding the COVID-19 API. According to Apple, the update will give users the option to opt in to COVID-19 notifications (motion alerts) without having to download an app from their local health authority. Apple explains:

Use of the feature is voluntary and must be activated separately. This requires the participation of the local health authority.
