As the leaker “Fudge” on Twitter reported, the company has developed a new tool called the "AirPods Firmware Updater" which, as the name suggests, forces a manual firmware update for the AirPods devices - but this only includes the AirPods Pro. However, this tool is not available to all users. According to Fudge, Apple has developed the AirPods Firmware Updater exclusively for Apple technicians who work in Apple Stores or authorized repair centers.

This allows technicians to restore and update the firmware if there are any issues with an AirPods Pro product to fix the problem without having to replace the product.
